If you suspect that a flat near you is not being lived in for sometime please advise your local housing office immediately. The Association turns off the water supply in all empty houses, however, if a property has been let, the water supply will have been turned on. If the property is not being used as the persons principal home, it is not being heated, a burst pipe could easily occur when colder weather sets in resulting in sever flooding to those below.
We strongly recommend that you take out Home Contents Insurance if you have not already done so. This protects you against such losses as well as claims arising from theft or malicious damage. The costs to yourself, should any of the incidents happen in your home can be quite substantial and will not usually be covered by the Association.
